Who should pay for transportation—and how? Is it the end of the road for the federal Highway Trust Fund?

The National Workshop for State & Local Transportation Advocates (July 13-14 in Washington, D.C.) brings together state leaders to examine the benefits and risks of general fund revenues versus transportation user fees. From revenue stability to public trust and political will, panelists will examine the tradeoffs of each approach, and why their states made the choices they did.

Attendees and panelists will collaborate on transportation investment obstacles and solutions, and will bring back to their organizations and agencies better insight into how other states solve revenue challenges.

Sessions include:

  • Temporary Turbulence or Permanent Transition? The Future of Transportation Funding
  • Building the Bridge: Earning Trust Through Strategic Engagement
  • Local Funding, Big Impact: Winning at the Ballot Box
  • State Funding Legislation & 2026 Ballot Measures: Trends, Truths & Opportunities
