What happened: The Georgia Legislature’s Joint Study Committee on The Electrification Of Transportation issued its final report endorsing a pilot program taxing drivers based on vehicle miles traveled (VMT).

Why it matters: The committee was formed in 2022 to examine challenges and opportunities brought on by growth in the electric vehicle (EV) market. ARTBA-TIAC offered testimony Nov. 2 on EV registration fees, road usage charges, and per-kilowatt-hour excise taxes on EV charging stations as potential alternatives to gas taxes. TIAC research was also cited in the committee’s final report.

What’s next: The committee recommended “legislative action taken to recoup the shortfall in the collection of the gas tax” and emphasized any “road usage charges or vehicle miles traveled should be comparable to the fuel tax paid.” Committee Co-chair state Sen. Steve Gooch (R-Dahlonega) said the “report will be used as a reference for potential legislation to be introduced in the future.”
