What’s happening: Texas voters will decide whether to allow counties to fund infrastructure projects in the upcoming Nov. 2 election.
Why it Matters: Proposition 2 would amend the Texas Constitution to authorize counties to issue bonds for funding transportation and infrastructure projects in underdeveloped areas. Counties would repay these bonds by pledging increased property tax revenues, but the proposed amendment prohibits them from allocating more than 65 percent of property tax revenue increases to bond repayments. The amendment also prohibits counties from using bond funds to build or repair toll roads. Currently, the Texas Constitution only allows incorporated cities and towns to issue transportation bonds.
