Thirty-three states permit public-private partnerships (P3s) for transportation projects, according to a comprehensive report released by the National Conference of State Legislatures (NCSL) Jan. 11. The most recent states to enable P3s were Connecticut, Ohio and Pennsylvania, with Maryland approving additional legislation that included P3 regulations in the state’s statutes. In 2015, 47 bills relating to P3s were considered in 25 states and the District of Columbia.
