Tennessee Gov. Bill Haslam’s (R) transportation funding plan— the “Improving Manufacturing, Public Roads and Opportunities for a Vibrant Economy” (IMPROVE) Act— narrowly passed the House Transportation Subcommittee with significant amendments on a vote of 4-4, requiring Speaker Pro Tem Curtis Johnson (R-Clarksville) to provide a tie-breaking vote. The subcommittee, which was widely viewed as one of the toughest challenges for the IMPROVE Act, replaced the proposed motor fuel tax increase with a 0.25 percent allocation of the general sales tax, and removed indexing motor fuel taxes to inflation.
